Brad Fitzpatrick ffe4e61c64 imports: add configuration mechanism to exclude directories 
Each $GOPATH entry may have a file $GOPATH/src/.goimportsignore which
may contain blank lines, #comment lines, or lines naming a directory
relative to the configuration file to ignore when scanning.  No
globbing or regex patterns are allowed.

Updates golang/go#16367 (goimports speed)
Fixes golang/go#16386 (add mechanism to ignore directories)

README 

This subrepository holds the source for various packages and tools that support
the Go programming language.

Some of the tools, godoc and vet for example, are included in binary Go distributions.
Others, including the Go oracle and the test coverage tool, can be fetched with "go get".

Packages include a type-checker for Go and an implementation of the
Static Single Assignment form (SSA) representation for Go programs.
