Russ Cox f098ccf04a io/fs: add ReadFile and ReadFileFS
Add ReadFile helper function, ReadFileFS interface, and test.
Add ReadFile method to fstest.MapFS.
Add testing of ReadFile method to fstest.TestFS.

For #41190.
