David du Colombier f01b928aad cmd/go: skip TestGoTestJSON on uniprocessor machines 
CL 76873 added TestGoTestJSON. However, this test
is only succeeding on SMP machines.

This change skips TestGoTestJSON on uniprocessor machines.

Fixes #22665.
