Robert Griesemer ddddd39fc8 go spec: constant divisors must not be zero
Both gc and gccgo always checked this for constant
expressions but the spec only mentions run-time
exceptions.

This CL also requires that constant divisors
must not be zero in non-constant integer expressions:
This is consistent with the spirit of the most
recent changes and it is consistent with constant
expressions. We don't want to specify the effect for
non-integer expressions (f/0.0 where f is a float or
complex number) because there the result f/g is not
further specified if a non-constant g is 0.

Binary Distribution Notes

If you have just untarred a binary Go distribution, you need to set
the environment variable $GOROOT to the full path of the go
directory (the one containing this README). You can omit the
variable if you unpack it into /usr/local/go, or if you rebuild
from sources by running all.bash (see doc/install.html).
You should also add the Go binary directory $GOROOT/bin
to your shell's path.

For example, if you extracted the tar file into $HOME/go, you might
put the following in your .profile:

    export GOROOT=$HOME/go
    export PATH=$PATH:$GOROOT/bin

See doc/install.html for more details.
