Add TODOs for APIs mentioned in api/go1.22.txt but missing from the
release notes.
The issue list was generated with:
$ awk '{print substr($NF, 2, length($NF)-1)}' < ../api/go1.22.txt | uniq | xargs -I{} sh -c 'echo -n "{}: " && grep -c {} ../doc/go1.22.html'
