Cuong Manh Le be26aa70d4 cmd/go: make cfg.BuildContext.ToolTags same order with build.Default.ToolTags
So it's consistent when running "go list -f '{{context.ToolTags}}'" and
printing the content of "build.Default.ToolTags".
