Several methods return a (*types.Pkg, *types.Sym) pair instead of just a *types.Sym, because we used to need to preserve the *types.Pkg for certain types so that we could write out export data for go/types to use (which exposes these through its APIs). But now that we write export data from the types2 representation directly, there's no need for the rest of the compiler to be concerned about that.
