Dmitri Shuralyov a2b8c186f6 all: update vendored golang.org/x/tools 
Pull in CL 358034 (and some more changes with passing tests) with:

	go get -d golang.org/x/tools@f916b54
	go mod tidy
	go mod vendor

This teaches x/tools/cmd/bundle and the package loader it uses about
the new export data version.

Fixes #49159.
