Josh Bleecher Snyder 84b9329bd9 cmd/compile: add Type.LongString and Type.ShortString
Reduces duplication and centralizes documentation.
Moves all uses of FmtUnsigned and tconv inside fmt.go.

Passes toolstash -cmp.
