Adds simple fuzz targets to archive/tar, archive/zip, compress/gzip, encoding/json, image/jpeg, image/gif, and image/png. Second attempt, this time we don't use the archives in testdata when fuzzing archive/tar, since those are rather memory intensive, and were crashing a number of builders.
