Alex Brainman 73ab594c52 syscall: remove WSAEMSGSIZE 
CL 92475 added WSAEMSGSIZE const to syscall package. But there
is already copy of WSAEMSGSIZE in internal/syscall/windows.
So delete syscall.WSAEMSGSIZE
