net: fix WriteMsgUDPAddrPort addr handling
WriteMsgUDPAddrPort should accept IPv4 target addresses on IPv6 UDP sockets.
An IPv4 target address will be converted to an IPv4-mapped IPv6 address.

Fixes #52264.
