Josh Bleecher Snyder 0f559941fb crypto/tls: move a defer out of a loop 
Rhys Hiltner noted in #14939 that this defer was
syntactically inside a loop, but was only ever

executed once. Now that defer in a loop
is significantly slower, pull this one out.
