Just like ParseGoHandle, PackageHandle isn't very useful as part of the public API. Remove it. Having PackagesForFile take a URI rather than a FileHandle seems reasonable, and made me wonder if that logic applies to other calls like ParseGo. For now I'm going to stop here. I could also revert that part of the change.
