Previously, all.bash and all.bat restored the original $PATH before
calling 'dist banner', so that it would do its job of checking whether
the user still needs to add $GOROOT/bin to their $PATH. That worked for
those scripts, but had no effect on make.bash nor make.bat.
Instead of trying to extend that logic to more scripts, change the
approach to provide dist an unmodified copy of $PATH via an internal
to dist environment variable $DIST_UNMODIFIED_PATH. The make.bash and
make.bat scripts happen to use dist env -p to modify $PATH, making it
viable to add the internal variable there instead of in each script.
It currently works by adding semicolon terminators to dist env output
so that make.bash's 'eval $(dist env -p)' works as before but is able to
export DIST_UNMODIFIED_PATH for following dist invocations to observe.
Nothing needs to be done for Windows since its 'set ENV=val' format
already has that effect.
Plan 9 doesn't use the -p flag of dist env, and checks that GOROOT/bin
is bound before /bin rather than looking at the $PATH env var like other
OSes, so it may not have this bug. I don't have easy access to Plan 9
and haven't tried to confirm.

cmd/dist can't easily hard-code -buildvcs=false because not all
versions of cmd/go supported for bootstrapping recognize that flag.
However, we don't want to stamp the bootstrap binaries: the stamping
is redundant with the VERSION file writted during bootstrapping (which
is why it is normally omitted for standard-library packages and
commands), and it may also interfere with building the Go repo from a
source tarball or zip file.

go:embed disallows using symlinked files by design.
crypto/elliptic is the first std package to use it as of CL 380475,
and unfortunately that broke the TestRepeatBootstrap long test.
The reason it uses symlinks is for speed; it wants to copy GOROOT/src,
but regular files aren't going to be modified in any way,
so a symlink, if supported, means not needing to copy the contents.
Replace the symlink attempt with hard links,
which will mean regular files remain as such, fixing go:embed.
It's worth noting that on many systems hard links won't work,
as the temporary filesystem tends to be separate,
but it doesn't hurt to try.
In my system, where /tmp is tmpfs, the test now copies more bytes.
With the added Logf, I can see overlayDir goes from ~30ms to ~100ms.
This makes sense, as GOROOT/src currently weighs around 100MiB.
To alleviate that slow-down, stop copying testdata directories,
as they currently weigh around 20MiB and aren't needed for the test.
This gets overlayDir on my system down to an acceptable ~70ms.
I briefly considered teaching overlayDir what files can be symlinks,
but that seemed fairly complex long-term, as any file could be embedded.
While here, start using testing.T.TempDir and fs.WalkDir.

This test is slow and resource-intensive, and will rarely catch
failures. It is important to run sometimes, but probably a waste of
time on smaller (and especially reverse) builders.
Rather than hard-coding a list of small builders, only run it on the
longtest builders.

CL 294430 made packages in std and cmd modules use Go 1.17 gofmt format,
adding //go:build lines. This change applies the same formatting to some
more packages that 'go fmt' missed (e.g., syscall/js, runtime/msan), and
everything else that is easy and safe to modify in bulk.
Consider the top-level test directory, testdata, and vendor directories
out of scope, since there are many files that don't follow strict gofmt
formatting, often for intentional and legitimate reasons (testing gofmt
itself, invalid Go programs that shouldn't crash the compiler, etc.).
That makes it easy and safe to gofmt -w the .go files that are found
with gofmt -l with aforementioned directories filtered out:
$ gofmt -l . 2>/dev/null | \
grep -v '^test/' | \
grep -v '/testdata/' | \
grep -v '/vendor/' | wc -l
51
None of the 51 files are generated. After this change, the same command
prints 0.

It turns out that the relative-path support never worked in the first
place.
It had been masked by the fact that we ~never invoke overlayDir with
an absolute path, which caused filepath.Rel to always return an error,
and overlayDir to always fall back to absolute paths.
Since the absolute paths seem to be working fine (and are simpler),
let's stick with those. As far as I can recall, the relative paths
were only a space optimization anyway.

The go command invokes each tool with -V=full to discover its version
to compute a tool id. For release versions (that don't include the
word "devel"), the go command only used the third word in
the output (e.g., "go1.13"), ignoring any toolchain experiments that
followed. With this change, the go command will use whole version line
in the tool id for release versions.
Also, when -V=full is set and there are non-default experiments,
experiments are no longer printed twice.
