Correctly set this flag while parsing the syscall result.
The FlagUp flag can not distinguish the following situations:
1. interface is plugged, automatically up, and in running(UP) state
2. interface is not plugged, administratively or manually set to up,
but in DOWN state
So, We can't distinguish the state of a NIC by the FlagUp flag alone.

Without this change, this code is technically in violation of the
unsafe.Pointer rules since the conversion from unsafe.Pointer to uintptr has
to happen when calling into the syscall6 assembly implementation.

To retrieve MTU on aix/ppc64, a socket must be created. Previously, this
socket was recreated for each interface and not close at all, causing a
fd leak on software using interface API.
