9cb79e9536 runtime: arm5, fix large-offset floating-point stores 
The code sequence for large-offset floating-point stores
includes adding the base pointer to r11.  Make sure we
can interpret that instruction correctly.

Fixes build.

Fixes #15440

c9d2c7f0d2 runtime: replace divide with multiply in runtime.usleep on arm 
We want to adjust the DIV calling convention to use m,
and usleep can be called without an m, so switch to a
multiplication by the reciprocal (and test).

Step toward a fix for #6699 and #10486.
