117a6973cb build: fix elf builds 
Corrections due to new strict type rules for data+bss.
Also disable misc/cgo/cdefstest since you can't compile C code anymore.

c007ce824d build: move package sources from src/pkg to src 
Preparation was in CL 134570043.
This CL contains only the effect of 'hg mv src/pkg/* src'.
