e69082ffdb syscall: record argument size for all assembly functions
While we're here, fix Syscall9 on NetBSD and OpenBSD:
it was storing the results into the wrong memory locations.
I guess no one uses that function's results on those systems.

Part of cleaning up stack traces and argument frame information.

4fd41e494a syscall: Permit non-blocking syscalls.
Permit system calls to be designated as non-blocking, meaning
that we simply call them without involving the scheduler.

This change by itself is mostly performance neutral. In
combination with a following change to the net package there
is a performance advantage.

718be3215f in C and asm, replace pkg·name with ·name
(eliminate assumption of package global name space,
make code easier to move between packages).

22a5c78f44 rename sys functions to runtime,
because they are in package runtime.

another step to enforcing package boundaries.
