Most of the test cases in the test directory use the new go:build syntax
already. Convert the rest. In general, try to place the build constraint
line below the test directive comment in more places.

Consolidate decision about whether -race and -msan options are
supported in cmd/internal/sys. Use consolidated functions in
cmd/compile and cmd/go. Use a copy of them in cmd/dist; cmd/dist can't
import cmd/internal/sys because Go 1.4 doesn't have it.

Be more careful about inserting instrumentation in racewalk.
If the node being instrumented is an OAS, and it has a non-
empty Ninit, then append instrumentation to the Ninit list
rather than letting it be inserted before the OAS (and the
compilation of its init list). This deals with the case that
the Ninit list defines a variable used in the RHS of the OAS.
