In the previous implementation, fillreturns only altered return
statements that contained too few values. Now, fillreturns also examines
return statements with too many return values. In these situations,
we remove any value that is a "zero value" and does not match a type
in the return signature.

Previously, users could not extract code that contained a return
statement. Now, users can extract code with return statements, as long
as the statements are nested within an if, case, or other control
flow statement.

Extract function is a code action, similar to extract variable. After
highlighting a selection, if valid, the lightbulb appears to trigger
extraction. The current implementation does not allow users to
extract selections with a return statement.

I add a code action that triggers upon request of the user. A variable
name is generated manually for the extracted code because the LSP does
not support a user's ability to provide a name.

This change ports the functionality of https://github.com/sqs/goreturns
to be used as code actions on diagnostics that have missing
return values. It improves on the original goreturns functionality by:
- filling out empty return statements
- trying to match existing return values to the required return
values and then filling in missing parameters
