Primarily for golang/go#29251 but also update the base Docker layer from Go 1.9 to Go 1.11, update other deps, and fix some Kubernetes config cleanups that happened prior without testing apparently. Brad Fitzpatrick	4cdd33fd98	cmd/tip: make tip.golang.org also serve & redirect beta.golang.org to tip ... We're turning down the old (and neglected) beta.golang.org godoc VM. It's not different enough from tip.golang.org, which is more reliable than it used to be. Now beta.golang.org will just redirect to tip.
