Traceparser generally takes 20-30% less space than internal/trace. The only
user of these pakcages is cmd/trace, and the new package lets it handle some
trace files that were too large. The new parser will also convert segments
of the raw trace file (e.g. the last 10 seconds) to Events. Trace files from
go 1.8 and before are not supported.

The one in misc/makerelease/makerelease.go is particularly bad and
probably warrants rotating our keys.
I didn't update old weekly notes, and reverted some changes involving
test code for now, since we're late in the Go 1.5 freeze. Otherwise,
the rest are all auto-generated changes, and all manually reviewed.

The SecureRandom named service was removed in
https://codereview.chromium.org/550523002. And the new syscall
was introduced in https://codereview.chromium.org/537543003.
Accepting this will remove the support for older version of
sel_ldr. I've confirmed that both pepper_40 and current
pepper_canary have this syscall.
After this change, we need sel_ldr from pepper_39 or above to
work.
