The one in misc/makerelease/makerelease.go is particularly bad and
probably warrants rotating our keys.
I didn't update old weekly notes, and reverted some changes involving
test code for now, since we're late in the Go 1.5 freeze. Otherwise,
the rest are all auto-generated changes, and all manually reviewed.

Expressions involving nil, even if they can be evaluated
at compile time, do not count as Go constants and cannot
be used in const initializers.

The spec is looser than the current implementation.
The spec edit was made in CL 4444050 (May 2011)
but I never implemented it.
