except the race was a symptom of a larger problem, so the fix
actually invovles cleaning up the way we run command line tests
totally to have common shared infrastructure, and also to clean up
the way we handle errors and paths into the temporary directory

This change adds command line support for symbols.
Symbols are formatted as '{name} {type} {range}', with
children being preceded by a \t.
Example:
$ gopls symbols ~/tmp/foo/main.go
$
$ x Variable 7:5-7:6
$ y Constant 9:7-9:8
$ Quux Struct 29:6-29:10
$ Do Method 37:16-37:18
$ X Field 30:2-30:3
$ Y Field 30:5-30:6
