8d5ff2e182 runtime: move test programs out of source code, coalesce
Now there are just three programs to compile instead of many,
and repeated tests can reuse the compilation result instead of
rebuilding it.

Combined, these changes reduce the time spent testing runtime
during all.bash on my laptop from about 60 to about 30 seconds.
(All.bash itself runs in 5½ minutes.)

ab4c9298b8 runtime: do not call timeBeginPeriod on windows
Calling timeBeginPeriod changes Windows global timer resolution
from 15ms to 1ms. This used to improve Go runtime scheduler
performance, but not anymore. Thanks to @aclements, scheduler now
behaves the same way if we call timeBeginPeriod or not.

Remove call to timeBeginPeriod, since it is machine global
resource, and there are downsides of using low timer resolution.
See issue #8687 for details.

85d4d46f3c runtime: store syscall parameters in m not on stack
Stack can move during callback, so libcall struct cannot be stored on stack.
asmstdcall updates return values and errno in libcall struct parameter, but
these could be at different location when callback returns.
Store these in m, so they are not affected by GC.

e9ecd4aec5 runtime: handle all windows exception (second attempt)
includes undo of 22318cd31d7d and also:
- always use SetUnhandledExceptionFilter on windows-386;
- crash when receive EXCEPTION_BREAKPOINT in exception handler.

That was complete failure - builders are broken,
but original cl worked fine on my system.
I will need access to builders
to test this change properly.

2ed209eaf5 runtime: allow OutputDebugString to be sent to debugger
We mark DBG_PRINTEXCEPTION_C messages in VEH handler
as handled, thus preventing debugger from seeing them.
I don't see reason for doing that. The comment warns
of crashes, but I added test and don't see any crashes.

This is also simplify VEH handler before making
changes to fix issue 8006.
