After go1.10, compiler/linker option flags apply only to the packages
listed directly on the command line unless the matching pattern is
specified. For debugging, we want to apply the flags to all packages.

GDB 7.5 recognizes DWARF4 by default.
GDB 7.5 release note does not explicitly mention DWARF4 support
but according to GCC 4.8 release note

information. ...
GDB 7.5, Valgrind 3.8.0 and elfutils 0.154 debug information

This CL adjusts code referring to src/pkg to refer to src.
Immediately after submitting this CL, I will submit
a change doing 'hg mv src/pkg/* src'.
That change will be too large to review with Rietveld
but will contain only the 'hg mv'.
This CL will break the build.
The followup 'hg mv' will fix it.
