os,syscall: fix windows build
make syscall.ProcAttr.Files be []uintptr all.bash passes on Linux. things seem to compile on GOOS={darwin,windows} R=golang-dev, mattn.jp, alex.brainman, rsc CC=golang-dev https://golang.org/cl/5653055
