syscall: add PtraceSyscall(pid int, signal int)

Fixes #3525.

PTRACE_SYSCALL behaves like PTRACE_CONT and can deliver
a signal to the process. Ideally PtraceSingleStep should
support the signal argument, but its interface is frozen
by Go1.
