runtime: IndexByte and memclr perf improvements on arm64
Update runtime asm_arm64.s and memclr_arm64.s to improve performance by using SIMD instructions to do more in parallel. It shows improvement on bytes, html and go1 benchmarks (particualrly regexp, which uses IndexByte frequently).
