net: detect changes to /etc/resolv.conf.
Implement the changes as suggested by rsc. Fixes #6670. LGTM=josharian, iant R=golang-codereviews, iant, josharian, mikioh.mikioh, alex, gobot CC=golang-codereviews, rsc https://golang.org/cl/83690045
