[dev.regabi] cmd/compile: prefer types constructors over typecheck
Similar to the earlier mkbuiltin cleanup, there's a bunch of code that calls typecheck.NewFuncType or typecheck.NewStructType, which can now just call types.NewSignature and types.NewStruct, respectively. Passes toolstash -cmp.
