go.tools/go/buildutil: more utilities.

- ParseFile (core of go/loader's parseFiles(); also used by refactor/rename)
- ContainingPackage (core of Oracle's guessImportPath; also used by refactor/rename)
- Accessors for effective "methods" of build.Context:
  FileExists, OpenFile, IsAbsPath, JoinPath.
