net/http: deflake TestServerCancelsReadHeaderTimeoutWhenIdle

Return errors instead of calling t.Fatalf for timing-sensitive failure
modes. Scale the Sleep call to the timeout (so that it isn't too short
for the longer durations).

Fixes #54891.
