html: allow whitespace between head and body

Also ignore <head> tag after </head>.

Pass tests6.dat, test 0:
<!doctype html></head> <head>

| <!DOCTYPE html>
| <html>
|   <head>
|   " "
|   <body>

Also pass tests through test 6:
<body>
<div>
