[dev.regabi] cmd/compile: use LinksymOffsetExpr in walkConvInterface
This CL updates walkConvInterface to use LinksymOffsetExpr for referencing runtime.staticuint64s and runtime.zerobase. Passes toolstash -cmp (surprisingly).
