runtime: accept restartable sequence pcdata values in isAsyncSafePoint

Browse Source 
If the pcdata value indicates a restartable sequence, it is okay
to asynchronously preempt (and resume at the restart PC). Accept
it in isAsyncSafePoint.

Fixes #47530.
