go/build: clean up ctxt.shouldBuild, tests

Make ctxt.shouldBuild return multiple values
instead of modifying *sawBinaryOnly in place.
Also give it a table-driven test.

Cleanup in preparation for boolean expressions,
but nice even if those don't end up happening.
