cmd/go: add tracing for querying and downloading from the proxy

This CL adds tracing spans for modload.queryPattern, modload.queryProxy,
modload.QueryPattern, modload.QueryPattern.queryModule,
modload.queryPrefixModules and modfetch.Download.

Updates #38714
