cmd/cgo: read CGO_LDFLAGS environment variable

For #66456 we changed from the CGO_LDFLAGS environment variable to
the -ldflags option. This broke Bazel, which uses CGO_LDFLAGS.
So restore reading CGO_LDFLAGS for now.
