[dev.typeparams] Revert "[dev.typeparams] runtime: remove unnecessary split-prevention from defer code"

This reverts CL 337651.

This causes `go test -count 1000 -run TestDeferHeapAndStack runtime`
to fail with a SIGSEGV freedefer
