internal/syscall/unix: unify GetRandom implementation

The implementation of GetRandom for Linux, FreeBSD and DragonflyBSD can
be shared.

Also remove GRND_INSECURE on DragonflyBSD as pointed out by Ian in the
review of CL 269999.
