go/internal/gcimporter: support indexed export data
Support indexed export data in the x/tools gcimporter. Fixes tests with tip. This is just a copy of the bimport.go and iimport.go files in the standard library gcimporter package, including some minor fixes to the existing bimport.go. The iexport logic in x/tools still needs to be updated.
