net: enable timeout tests on Plan 9

Deadlines have been implemented on Plan 9 in CL 31521.

Enable the following tests:

 - TestReadTimeout
 - TestReadFromTimeout
 - TestWriteTimeout
 - TestWriteToTimeout
 - TestReadTimeoutFluctuation
 - TestVariousDeadlines
 - TestVariousDeadlines1Proc
 - TestVariousDeadlines4Proc
 - TestReadWriteDeadlineRace
