cmd/link: code cleanup in macho_combine_dwarf.go

- remove global variables
- add missing error checks
- add missing (*os.File).Close calls
- null-check text section correctly
- reduce some variable scopes
- use bytes.Buffer instead of appended slice
- reduce integer casting
