cmd/compile: actually intrinsify runtime/internal/atomic.{And,Or}{8,} on RISCV64
Actually enable intrinsics for runtime/internal/atomic.{And,Or}{8,} on RISCV64. This seems to have been lost when CL 268098 was rebased.
