[dev.regabi] cmd/compile: change nowritebarrierrec to use map[*ir.Func]

Browse Source 
All of the uses were already using *ir.Func index operands, so only
needs the map type itself updated.

Passes buildall w/ toolstash -cmp.

Updates #42982.
