net: fix inconsistent error values on setters

This change fixes inconsistent error values on
Set{Deadline,ReadDeadline,WriteDeadline,ReadBuffer,WriteBuffer} for
Conn, Listener and PacketConn, and
Set{KeepAlive,KeepAlivePeriod,Linger,NoDelay} for TCPConn.

Updates #4856.
