runtime: use explicit NOFRAME on windows/amd64

This CL marks non-leaf nosplit assembly functions as NOFRAME to avoid
relying on the implicit amd64 NOFRAME heuristic, where NOSPLIT functions
without stack were also marked as NOFRAME.
