gofmt/go/parser: strengthen syntax checks
- don't allow parenthesized receiver base types or anonymous fields - fixed a couple of other omissions - adjusted gofmt test script - removed several TODOs R=rsc CC=golang-dev https://golang.org/cl/1897043
